Swim Ontario is saddened to share the passing of Doug Fraser, a pioneering leader in Canadian sport and a foundational figure in the history of organized swimming in Ontario.
Doug was the first Executive Director of CASA – Ontario Section (now Swim Ontario), appointed in 1970/71. At a pivotal time in the development of amateur sport, Doug helped professionalize the management of swimming in Ontario, setting standards that continue to shape the organization today.
Under his leadership, the Ontario Section expanded beyond administration to include technical support services, leadership development, and enhanced club support. Doug was also instrumental in introducing a summer swimming program, bringing competitive swimming opportunities to smaller and more remote communities across the province and broadening access to the sport.
Doug Fraser’s vision, commitment, and belief in strong sport systems left a lasting legacy; not only within swimming, but across sport management in Ontario. He will be remembered with gratitude and respect by the many individuals and organizations influenced by his work.
