Level 3 Certification – ORANGE Pin
A. Complete all of the clinics listed under Level II;
B. Complete the Recorder Clinic
SwimON Note: the material in the Recorder clinic is also covered in the Chief Recorder Clinic (as of October 24, 2024) and therefore satisfies requirement B.
C. Certify in three additional positions listed under Level II by obtaining two successful deck evaluations in each position or as described in the notes;
D. Complete the Para Swimming emodule if not completed previously.
E. It is encouraged to direct the Level I – Introduction to Swimming Officiating clinic under the supervision of a Level IV or V official.
Note: Completing the requirements for Level III (A, B, C, D) may happen simultaneously or in any order. The Recorder clinic may be completed at any time, once the official is working on their Level II, in combination with the Meet Manager or CJE clinics as deemed appropriate. It is recommended the Recorder clinic be taken prior to or in conjunction with the Meet Manager clinic. There are no deck evaluations required for the Recorder position.

Clinics & Positions listed under Level 2 certification
To help track the various stages of development from Level 2 to Level 4 certification, Swim Ontario, at the beginning of the 2023-2024 season, introduced two new terms to help tracking the progression of an official and the Referee Position because of the changes to the Certification pathway. The Level 2 Developing Referee and the Level 3 Referee. The tracking can now be done in the registration system via credentials that only Swim Ontario can add to an officials profile. Officials can refer to the Referee Pathway & Requirements reference guide and Level 3 Certification requirements for details.
Once an official has all the requirements listed above for a Level 3 (or Level 2 Developing Referee or Level 3 Referee) and their online profile is completed they need to contact their Club Official Chair/Administator (COC/COA), Swim Ontario and/or their Regional Official Representative (ROR).
