MEMO: Referee Assessments and Evaluation process

TO: Level III to V officials and COC/COAs

The Referee Assessment document and Referee position supporting documents were updated by the Swim Ontario Officials Committee over the summer, with a revision for the start of the new season. With the launch of these new and revised resources, the SOOC held an in person evaluator informational session on September 22. These materials were also presented and discussed at the Swim Ontario Annual Officials Seminar on September 22 with a broader attendance. Level V officials were then provided an opportunity to participate in a province wide webinar in November and a Central Region Level V presentation in January.

From our series of presentations to Level Vs over the last few months, we have been provided with some good feedback. The education sub-committee of the SOOC will be addressing this feedback over the next few months with respect to guidelines for mentors and evaluators for referees.

Recently SOOC has addressed some additional questions brought forward during these sessions regarding when to request/conduct a referee assessment and processes for the mentor referee. The Swim Ontario website has been updated to address these questions.

The Swim Ontario section on Mentorship & Evaluation for officials and Resources webpages for the Referee , Competition Coordinator and Evaluator have been updated to address the following:

• The Referee position.
• The use of the Referee Assessment form as a development tool.
• The conditions under which a full Referee Assessment can take place.
• The role of the mentor Level V during a Referee Assessment.
• The signoff for the minimum 5 referee sessions required for Level IV certification.
